Diocesan finance office
The finance office assists the Diocesan Board of Finance in managing the funds of the diocese. They also assist the Diocesan Board of Education in managing funds for church schools.
Church Major Works Fund
The Church Major Works Fund exists to help parishes undertaking major church building projects, by providing loans to assist with cashflow over the project lifetime. Funds are limited, and so parishes applying for support must be able to demonstrate an urgent need, and also that steps are being taken to raise the necessary funding for the project.
Terms of loan
The maximum loan normally available is 20% of the cost of works, up to a maximum of £50,000, however these terms can be varied in exceptional circumstances. No interest is charged on loans to be repaid over five years or less. Loans repayable over more than five years are charged at 5% interest
over the full term of the loan. This is to encourage early repayment so that funds can be made available to other parishes.
Loans will only be made to parishes which have paid their parish share in full for the preceding three years, and subject to an undertaking that over the period of the loan share payments will be maintained in full, by monthly direct debit. The church building must also be adequately insured, to at least 75% of the latest valuation.
How to apply
Applications are considered at the regular quarterly meetings of the Finance & Administration Committee of the Diocesan Board of Finance. Application forms should be returned by post or email, with the supporting documentation specified, to Howard Cattermole, Assistant Diocesan Secretary, at the Diocesan Office, The Palace, Peterborough PE1 1YB, email firstname.lastname@example.org.
Annual Parish Finance Returns
Each year parish treasurers are asked to complete an annual return summarising their finances over the last year and giving details of regular giving.
The annual return form is available online using the following link, http://parishreturns.churchofengland.org/ and most incumbents and treasurers have been made aware of the process for completing these returns.

Real Time Information (RTI) - changes for churches with paid staff
Pay As You Earn (PAYE) is changing, and all UK employers will be required to notify HMRC of the details of payments to employees at the time or before they pay them. HMRC are calling this Real Time Information (RTI). Payroll software will collect the necessary information and send it to HMRC via the Government Gateway. This is the largest change to PAYE since its introduction in 1944, and is being introduced to enable the Government’s to introduce the Universal Credit in October of this year.
