In the vote, the Archbishop and the Bishops voted for Baroness O'Cathain's amendment (and so against the regulations); no bishops spoke or voted against the amendment (and so for the regulations). Lord Richard Harries however voted against the amendment. The amendment was defeated by 168 to 122.
